Armenia's Participation to the 63rd Session of the UN Human Rights Council

14 October, 2026

The 63rd session of the UN Human Rights Council (HRC) took place in Geneva from September 7 to October 7, 2026.

The agenda of the session included interactive dialogues on thematic human rights issues, including discussions on reports of Special Procedure mandate holders, as well as on country-specific human rights situations.

Throughout the course of the session, the Permanent Mission of Armenia delivered 31 statements and aligned with approximately 10 Joint Statements.

The statements delivered by the Permanent Mission of Armenia addressed the continued detention of 19 Armenians, emphasizing the humanitarian significance of their release from the perspective of contributing to strengthening peace, building trust and confidence, as well as advancing reconciliation. The importance of clarifying the fates of missing persons, as well as protecting and preserving cultural and religious heritage in conflict affected areas, was also underscored.
The statements delivered by the Permanent Mission of Armenia also addressed democratic reforms, the right to education, gender equality, as well as a number of other issues relating to the human rights agenda.

During the session, around 40 resolutions were adopted, including resolution on "Strengthening international cooperation for promoting and protecting the rights of women and girls in the context of digital technologies," initiated by Armenia. The resolution was presented by an interregional core group comprising Armenia, Estonia, Kazakhstan, Rwanda, Senegal, Sweden, and Uruguay. The resolution addresses the opportunities provided by digital technologies including artificial intelligence and the associated challenges from the perspective of human rights promotion and protection. It highlights the expansion of access to digital technologies for women and girls, the development of digital skills, and their full and equal participation in technological processes, while also addressing the risks of gender discrimination, violence, and algorithmic bias in the digital environment.

Armenia also co-sponsored a number of important resolutions, including the renewal of the mandates of the Working Group on Enforced or Involuntary Disappearances and the Special Rapporteur on the promotion of truth, justice, reparation, and guarantees of non-recurrence, as well as resolutions on national human rights institutions, the role of good governance in the promotion and protection of human rights, and resolution on the rights of youth.
Within the framework of the HRC63rd session, Armenia organized a number of side events, at each of which the Permanent Representative of the Republic of Armenia delivered opening remarks.

Together with the United Nations Environment Programme (UNEP) and the Office of the UN High Commissioner for Human Rights (OHCHR), Armenia organized a side event entitled "Human Rights at the 17th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP17)". The discussion was dedicated to the role of human rights in the implementation of the Kunming-Montreal Global Biodiversity Framework, as well as the preparatory process for the 17th Meeting of the Conference of the Parties to the Convention on Biological Diversity, which will take place under Armenia's presidency.

Together with the UN University for Peace, Armenia initiated a high-level panel discussion entitled "Education for Peace: From Resolution to Action". The discussion followed the adoption by consensus, on 4 June 2026, of the United Nations General Assembly resolution “Education for Peace,” initiated by Armenia. The side event was co-sponsored by the Permanent Missions of France and Bulgaria and the Council of Europe.

Armenia also co-sponsored a side event entitled "The Prevention of Genocide and Other Atrocity Crimes", organized by the UN Office on Genocide Prevention and the Responsibility to Protect. The discussion focused on the role of HRC mechanisms and tools in the prevention of atrocity crimes, as well as on opportunities to strengthen interaction between international efforts dedicated to human rights protection.
The next 64th session of the HRC will commence on 22 February 2027.
