Adoption of Armenia-led resolution on women and girls in the context of digital technologies at the 63rd Session of the Human Rights Council

06 October, 2026

On 6 October, the United Nations Human Rights Council adopted by consensus a new thematic resolution, tabled by Armenia, entitled “Strengthening international cooperation for promoting and protecting the rights of women and girls in the context of digital technologies.” The initiative was advanced by a cross-regional core group comprising Armenia, Estonia, Kazakhstan, Rwanda, Senegal, Sweden and Uruguay.

The resolution addresses both the opportunities offered by digital technologies, including artificial intelligence, and the challenges they pose from a human rights perspective. Bringing together three key dimensions — access, participation and protection — the resolution seeks to address gender digital divides, including gaps in digital literacy and skills; promote the full participation of women and girls in the development and governance of digital technologies, including artificial intelligence; and respond to emerging risks, including discrimination, algorithmic bias, discriminatory design and issues related to data representativeness.

A central component of the resolution is the promotion of international cooperation, recognizing the cross-border nature of digital technologies and the importance of strengthening multilateral cooperation for their effective governance. The resolution encourages knowledge-sharing, the exchange of expertise, capacity-building and joint responses to existing and emerging challenges. In doing so, it establishes a new, comprehensive framework for international cooperation, linking human rights and gender equality with science and technology.

Introducing the resolution, Ambassador Hasmik Tolmajian, Permanent Representative of Armenia to the United Nations Office at Geneva, highlighted the opportunities presented by digital transformation, while noting that discriminatory technology design, unrepresentative data and algorithmic bias can reproduce and deepen existing inequalities. Describing the text as the result of extensive and constructive negotiations reflecting diverse perspectives, Ambassador Tolmajian stressed that “as technology continues to evolve, the human rights of women and girls must remain firmly at the centre of our collective efforts.”

During the adoption, statements in support of the resolution were delivered by the European Union, as well as Council members Mauritius, Cuba, Egypt, Spain, Pakistan, the Netherlands, Thailand, Japan, China, Ethiopia and the Gambia, underscoring the broad cross-regional support for the initiative.

Co-sponsored by over 50 States representing all United Nations regional groups, the new resolution builds on Armenia’s longstanding efforts to advance technology and innovation in support of gender equality across multilateral platforms. It also reflects Armenia’s strong commitment to advancing gender equality in the context of digital transformation, particularly given the high representation of women in Armenia’s technology sector, which significantly exceeds the global average.

The introduction of this initiative at the Human Rights Council comes at a particularly important moment, as the rapid development of artificial intelligence makes effective international cooperation at the intersection of technology, equality and human rights more urgent than ever.
