Mr. President,

Armenia takes note of the reports presented for this session. With regard to the SR’s visit to China, we encourage further cooperation between the UN human rights machinery and PRC and take this opportunity to reiterate Armenia’s adherence to one China policy.

Armenia has been continuously drawing the attention of this mandate to the impact of the UCMs on our country. We understand the assertion made by the SR that assessment of the impact shall start with the delineation of basic conditions that existed before the imposition of UCMs. However, in our case that would be challenging, since UCMs were imposed on Armenia ever since its independence. Meanwhile, the indicators introduced by the SR on assessment of their humanitarian impact fully reflect the damage caused by UCMs in Armenia.

We concur that UCMs often coexist with other causes of human rights problems, such as military conflicts. This has been the case with Armenia.

We believe that the assessment of impact should be done not just in the cases of states but also of people who suffer from the UCMs irrespective of the international status of the territory where they live.
