President,

Armenia welcomes the Special Rapporteur and thanks for the report. We underscore the importance of inclusive, equitable and quality education for all.

Armenia's Constitution and laws provide robust protections for academic freedom and the autonomy of universities. Article 38 of the Constitution guarantees the right of higher education institutions "to self-governance, including academic and research freedom." The Law on Higher and Postgraduate Professional Education further enshrines these principles.
The academic and teaching staff, researchers and students of higher education institutions are entitled to participate in the discussion of all issues related to the activities of the university. They have the right to independently determine academic processes, select faculty, and carry out research. Furthermore, they enjoy freedoms in choosing teaching methods, research topics, and participating in governance.

Armenia’s educational system has recently faced significant challenges due to conflict driven influx of more than 100.000 refugees. The Ministry of Education has enrolled around 17,000 displaced students and developed support programs for displaced teachers.

Armenia remains committed to upholding the right to education and academic freedom, particularly in addressing the needs of vulnerable groups affected by conflicts and emergencies.
