The Treaty Bodies and Special Procedures are indispensable instruments of the UN Human Rights system’s early warning capacity. The fruitful cooperation established with the UN human rights treaty bodies and special procedures greatly contributes to further enhancement in promotion and protection of human rights in Armenia.

Armenia has successfully started the process of establishment of National Mechanism for implementation, reporting and follow-up of human rights obligations emanating from international human rights treaties. In addition to our national efforts, we are looking forward to cooperate with relevant UN structures in capacity building and best practice for establishment of NMIRF. 

It is truly unfortunate when the findings, conclusions and recommendations of the UN HR mechanisms do not receive the required attention and follow up actions, including in the cases of recorded pattern of human rights violations

The UN CERD conclusions are the case at point with regard to the crimes committed by Azerbaijan in Nagorno-Karabakh, including the extrajudicial killings, torture and other ill-treatment and arbitrary detentions, destruction of civilian facilities and cultural heritage. The committee has also warned on the “lack of an independent and comprehensive mechanism to investigate such reports of violations and provide victims with redress and support.”

Early warning without early action and prevention may only perpetuate the cycle of impunity risking further abuses of international law
