Armenia thanks the panelists for sharing their insights and expertise.

Armenia believes that in an inclusive society, every individual, regardless of their abilities, should have equal opportunities to participate and contribute.

Support systems play a crucial role in fostering this inclusivity. These systems should be designed with a person-centered approach, recognizing the unique needs and aspirations of individuals with disabilities.

AI and new technology can play a significant role in enhancing support systems. Assistive devices, accessible information and communication technologies, and online platforms can bridge gaps and create opportunities for persons with disabilities to connect, learn, and participate in a digital society.

In 2021 Armenia’s Parliament adopted a new Law on the Rights of Persons with Disabilities, which introduced advanced protection measures and norms. The Human Rights Watch hailed it as an “important progress”. The new law has been especially pertinent since the war unleashed by Azerbaijan in 2020 left thousands of people with physical and psychosocial disabilities. The government has initiated programs providing mental health support to war victims and the wider public and created centers of independent living for people who acquired disabilities because of the conflict. Budget redistributions were carried out and social support programs were developed. A program of measures to protect the rights and social integration of persons with disabilities during military service have been also implemented. Social support has been provided to the families of people who were killed or became disabled as a result of the war.

The Government of Armenia also has undertaken a number of measures to meet the challenges faced by numerous people with disabilities who were forcibly displaced from Nagorno-Karabakh. 

Since 1 January 2024, a personal assistant service for people with disabilities has been operating in Armenia, based on a pilot project that has been in effect since 2023. The assistance is provided not only from a medical point of view, but also eight other aspects related to the capabilities of persons with disabilities. State support is targeted and differentiated, and it promotes greater independence for persons with disabilities.  Digital tools have been developed to facilitate contact with different public services. Armenia is keen to further contribute to the protection of the rights of persons with disabilities.
