President,

The right to development encompasses not only economic progress but also the holistic well-being of individuals and communities. The right to development is closely interlinked with the right to peace, as peace and development are intertwined and mutually reinforcing.

The right to development therefore was included in the UN Secretary General's main priorities for 2023. It is no accident that the High Commissioner for Human Rights emphasized in his oral update to this Council that development issues are at the core of nearly every challenge we all encounter. We also welcome the report of the Expert Mechanism and its highlight on the right of indigenous people in this regard.  

It is regrettable that Azerbaijan, the penholder of the HRC resolution on the right to development, itself grossly violates this right. The bear minimum of what the penholder should do is to comply with what it preaches. Since yesterday Azerbaijan again unleashed aggression against indigenous Armenian population of Nagorno-Karabakh, indiscriminately targeting civilians, which led to numerous casualties, including among the children, women and older persons.

Hence, Azerbaijan brazenly infringes upon a number of human rights of the population of Nagorno-Karabakh and grossly hinders their right to development.
