Mr. President,

We have appreciated the insightful remarks of the speakers and thought-provoking interventions of the panelists. We would like to congratulate you on the impressive and well-thought composition of this commemorative event that truly reflects the spirit of the Council.   

We would like to particularly welcome Mr. Moderator, who is the foremost expert on the HRC. We hope that it will not take another 50 sessions for him to steer our discussions again. 

The High Commissioner concluded in her most recent annual report that the human rights framework has been developed and implemented in response to the horrors of the World War II, but at the same time it has also been instrumentalized, politicized and misused.

The concept of human dignity and the profound belief that all people are born free and equal has become a cornerstone for this august Council. However, there is continuous and deepening polarization that drives both member and observer States at this Council further apart.

Trust and interdependence are critical for any group of people to function effectively. They can be built through genuine dialogue and cooperation. Currently our discussions at the Council are somewhat constrained by the geopolitical realities and the strict timeframes.      

In this regard we would like to ask our panelists what should be done to further foster genuine dialogue in the HRC? Is the HRC just the reflection of the current international affairs, or it is an instrument that can have its own impact on how the international relations are shaped?
