Background and Rationale:

The international human rights protection system comprises diverse mechanisms operating at the global, regional and national levels, each grounded in distinct mandates and institutional frameworks. In this context, the effective use of digital tools has become increasingly essential to reduce duplication, fragmentation and reporting fatigue, while strengthening coherence and impact at the national level.

At the national level, structured coordination frameworks, including National Mechanisms for Implementation, Reporting and Follow-up (NMIRF), support the translation of international human rights commitments into domestic policy responses. These frameworks coordinate reporting and engagement with international and regional mechanisms, including UN treaty bodies, the Universal Periodic Review and the Special Procedures of the Human Rights Council, and are increasingly supported by digital platforms that enhance information management and inter-institutional coordination.

An international normative framework is in place to encourage States to establish or strengthen National Mechanisms for Implementation, Reporting and Follow-up. This framework includes, inter alia, General Assembly resolution 68/268 (2014) on strengthening and enhancing the effective functioning of the human rights treaty body system; Human Rights Council resolution 57/32 of 14 October 2024 on the enhancement of technical cooperation and capacity-building in the field of human rights; Human Rights Council resolution 51/33 of 12 October 2022 on promoting international cooperation to support national mechanisms for implementation, reporting, and follow-up; and the Marrakech Guidance on National Mechanisms for Reporting and Follow-up, developed under the auspices of the Office of the United Nations High Commissioner for Human Rights.

Digital solutions have become central to more systematic approaches to organizing recommendations and decisions, enabling cross-referencing across mechanisms and thematic areas and supporting sustained follow-up across reporting cycles. By strengthening institutional memory and continuity, such tools enhance coherence and effectiveness in implementation.

Against this backdrop, the side event will contribute to discussions within the Human Rights Council on enhancing coherence and complementarity across the international human rights system through innovation. It will focus on how digital tools can support coordinated national action, improve reporting processes and enable adaptable, nationally tailored approaches to implementation and follow-up.

The event will feature a concise presentation of Armenia’s Institutional Network for Monitoring and Reporting (AI-NEMRA), illustrating the design and use of a digital recommendations-tracking platform, alongside reflections from the Danish Institute for Human Rights based on its comparative experience in supporting NMIRFs across different national contexts.

Objectives:

Held in the format of a high-level panel discussion, the side event will explore the following guiding questions:

  • How can coherence and complementarity among international and regional human rights mechanisms be strengthened through digital coordination and information-management solutions to support sustained national implementation and follow-up?
  • How can digital tools facilitate the systematic connection of recommendations originating from different mechanisms, reinforcing complementarity and reducing fragmentation?
  • What lessons can be drawn from national experiences, including those supported by the Danish Institute for Human Rights, in developing and strengthening digitally enabled NMIRFs, and how are these developments reshaping models of national human rights implementation systems?
  • What role can the Office of the United Nations High Commissioner for Human Rights play in advancing coherence and complementarity through digital knowledge management, guidance and technical support?

Expected Outcome:

  • Reaffirm the importance of coherence and complementarity across international and regional human rights mechanisms, with particular attention to digital solutions;
  • Highlight the role of digitally enabled NMIRFs in supporting coordinated implementation and follow-up of recommendations across multiple mechanisms;
  • Encourage continued peer learning and cooperation among OHCHR and technical partners on scalable, interoperable digital tools that strengthen national implementation systems.
