Mr. President,

We would like to thank the OHCHR for the report. 

We agree that addressing offline realities, which constitute the underlying drivers of technological misuse is essential for uprooting online hatred, racial discrimination, division, exclusion and intolerance.

We further agree with the observation that international human rights law provides the guardrails required to maximize benefits and address the protection gaps of the new technologies, which are stemming from implementation rather than the lack of established obligations and responsibilities. The states have to apply due diligence to ensure that international human rights norms and standards are applied in the digital space. In this regard, the HRC resolution on Prevention of genocide expressed deep concern that misuse of social media platforms can amplify hate speech and contribute to polarization.

The joint statement on digital technologies and hate speech initiated by Armenia at the HRC 51 elaborated further that “despite the immense opportunities that digital platforms have for increased public engagement, misuse of those platforms can amplify hate speech and contribute to polarization”.

Armenia is keen to join forces with all those who believe in the responsible use of new technologies.
