Mr. President,

We welcome the newly appointed Special Rapporteur and thank her for the Report.

Armenia’s commitment to democratic values and human rights remains irreversible. Two days ago, the Parliamentary Assembly of the Council of Europe commended Armenia for its continuous commitment to democratic development in spite of the considerable security challenges it is facing.

Currently, the Police reform is taking place in Armenia to further strengthen the right to freedom of peaceful assembly by harmonizing national legislation and practices with international best standards.

The rights to freedom of peaceful assembly and of association is the backbone of the democratic development. It is important for the States to pursue an approach that freedom of peaceful assembly and association is a fundamental right and not a privilege. The state of democracy in a country can be measured by the way in which these freedoms are secured under national legislation and applied in practice.

We are of the firm conviction that no restrictions shall be placed on the exercise of the right to freedom of peaceful assembly and of association other than such as prescribed by law in a democratic society.
