Armenia thanks the SR for the report.

Drug use disorders are multifactorial health conditions that should be responded by national health care systems through non-discriminatory treatment, harm reduction and rehabilitation grounded in justice and human rights and guaranteeing non-stigmatization.

Armenia remains committed to ensuring effective implementation of the three International Drug Control Conventions and notes the importance of synergy within relevant UN bodies, such as WHO, OHCHR, UNAIDS, UN Women, in achieving progress against persistent and expanding drug challenges. In this regard, we particularly welcome the participation of the UN High Commissioner for Human Rights in the high-level segment of the CND 2024 Midterm Review.

Armenia’s National Center for Addictions Treatment provides holistic approach in treatment of the drug addiction, which includes also methadone replacement therapy. Armenia is among the few countries that operates Needle and Syringe Programs in prisons.

The new national strategy for combating illegal circulation of narcotics and psychoactive substances in Armenia to be adopted in the coming months envisages complex measures to ensure modern and scientifically based treatment, rehabilitation and harm reduction services. It will also focus on the post-treatment social reintegration of addicted persons, particularly through developing a state employment regulation and job support programs for persons who have received appropriate treatment.
