President,

Armenia appreciates the OHCHR’s efforts in technical assistance and capacity building, conducted through cooperation and dialogue, in helping States to implement their human rights obligations and commitments. It is our conviction that the valuable work done by the OHCHR in this regard should not be limited and hindered when it comes to the conflict torn areas. Any such obstruction may signal about the likelihood of violation of human rights. The OHCHR should be vigilant in addressing such situations.

Adequate, predictable and sustainable funding is a prerequisite to ensure OHCHR’s capacity and ability to deliver on its mandate. In this regard we are concerned by the consequences that the UN liquidity crisis may have. For many years in row Armenia has been enlisted among the UN honor roll of States that pay their regular budget assessments in full within the 30 days due period specified in Financial Regulations.

Armenia has also been regularly contributing to the OHCHR. In the context of numerous difficulties my nation has gone through, this is a manifestation of our strong commitment to the United Nations and its human rights machinery.
