Armenia warmly welcomes Special Rapporteur Clément Voule. Since this is the last appearance of the distinguished SR at the HRC in his current capacity, we would like to thank him for his cooperation and wish him all the best in future endeavors.

In particular, we recall with appreciation his country visit to Armenia in 2018. It was the year of the democratic “Velvet Revolution” in Armenia, the peaceful assembly movement that the SR called on to “recognize and applauded.”

We would like to report that the democratic profile of Armenia has further strengthened since then and in accordance to a number of international rankings, such as the Democracy Index of the Economist Intelligence Unit, Armenia is recognized as a regional leader for last serval consecutive years. According to the Freedom House Armenia leads in such areas as civil liberties and political rights.        

Armenia further expresses its appreciation to the Special Rapporteur for the commendable efforts in developing the toolkit to assist law enforcement officials in promoting and protecting human rights in the context of peaceful protests. This initiative can play an important role in promoting and protecting human rights within the context of peaceful protests.
