President,

Armenia highly values the holding of different thematic forums to exchange views on the implementation of our joint commitments, wide range of ongoing cooperation, opportunities ahead, existing and potential challenges in various sectors, regions and countries that threaten the proper fulfillment and enjoyment of human rights enabling us with the possibilities of finding innovative solutions to define and address them.

The report of the Forum on Human Rights, Democracy, and the Rule of Law underlines the nexus between democratic erosion, international crises and the challenges posed to the protection and promotion of human rights worldwide. Armenia, despite the existential security challenges it faces, continues to strengthen its democratic institutions, anchored on the strict adherence to the human rights and fundamental freedoms. Armenia shares the views expressed in the abovementioned report that we should enhance multilateral efforts to strengthen democratic resilience and the protection of human rights.

We would like to also emphasize the importance of constructive engagement with the OHCHR, treaty bodies and the special procedures mandate holders. Armenia is fully committed to the cooperation with them. Last month, we hosted the country visit of Working Group on the use of mercenaries. We look forward to continued interaction.

The communications of SPMH to governments are important means of addressing the concerns on human rights violations and should be duly considered by the addressees. The continuous negligence to the communications and persistent non-compliance with the concerns contained therein can stand as serious early warning signs for the future grave violations of human rights.
