HRC 52nd Session: Item 1: High-level meeting commemorating the thirty-fifth anniversary of the Declaration on the Right to Development

Mr. President,

Armenia supported the resolution 49/8 of the Council to hold a high-level meeting on the occasion of the thirty-fifth anniversary of the Declaration on the Right to Development.

We have always been in favor of discussions towards international concerted actions for the promotion, protection and fulfillment of all human rights. By virtue of the right to development every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully realized. This is what we learn from the Declaration on the Right to Development.

It is truly unfortunate, that these very rights have been grossly violated by Azerbaijan, the penholder of the HRC resolution on the right to development. The bear minimum of what the penholder should do is to comply with what it preaches. This is not the case of Azerbaijan. It attempts to suffocate the people of Nagorno-Karabakh, deprive them of means of subsistence, disrupt their development by more than 80 days now keeping closed the only road, namely Lachin Corridor that connects Armenia to Nagorno-Karabakh.

On 22 February 2023, the International Court of Justice adopted a provisional measure ordering that (and I quote): “The Republic of Azerbaijan shall take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions.”

Azerbaijan has not complied with the Order of ICJ and continues to violate the right to development of the people of Nagorno-Karabakh.
