Conflict affected populations are among those who are left furthest behind, especially in the cases where instigators of war and violence exert political pressure to limit and disable the work and access of the United Nations human rights bodies and mechanisms to the areas of armed conflict. This makes the numerous shortcomings and flaws in the international preventive mechanisms, of which we all are very well aware, even more evident.

Armenia strongly believes that the UN human rights bodies and mechanisms should enjoy unhindered, unfettered and unlimited access to any area around the globe. People who face genocide, war crimes, crimes against humanity, and gross human rights violations and abuses deserve appropriate international attention and action. The UN human rights bodies and mechanisms should not fail these people.

Armenia reiterates its view that human rights should be duly mainstreamed across the United Nations pillars, and there is a need for strengthened synergies and partnerships in this regard. At the end of the day, efforts to sustain peace, security and development necessitate upholding, promoting and protecting human rights.

To make the UN extensive human rights machinery work it needs to receive adequate, predictable and sustainable funding. For the last several years Armenia has been constantly increasing its voluntary contributions to the OHCHR. It has also been for many years in row that Armenia was enlisted among the UN honor roll of States that have paid their regular budget assessments in full within the 30-day due period specified in Financial Regulations.

It is in this context that we deem appropriate to draw the attention of the fellow member and observer States of this august Council to the continuous underfunding of the UN human rights bodies and mechanisms. Our collective pledge of ‘leaving no one behind’ can work only when we substantiate it by providing the UN human rights machinery with the resources necessary to address global needs.
