President,

Armenia thanks the independent expert for his report, which pertains to the challenges to the rules-based international order that threatens the international peace and security.

We concur that such threats and challenges cannot be taken lightly by all those who cherish international order that has the UN Charter at its core.    

The independent expert refers to the OHCHR’s observation that the promotion and protection of human rights are integral to the peace and conflict continuum. “Human rights violations can simultaneously be a cause, trigger and consequence of violence and conflict”. We strongly support this assertion.

When the international community has largely neglected the rights of Armenians of Nagorno-Karabakh amid the military aggression of Azerbaijan in 2020, that has only exacerbated the threats to peace and security in the region. Azerbaijan continues the violations of human rights, extending them now to the sovereign territory of Armenia.

We share the conviction of the Independent Expert that full and unconditional respect for the international law, including international human rights law and international humanitarian law, is the condition sine qua non for realization of a peaceful, prosperous, resilient and just international order.
