HRC 51st Session

Interactive Dialogue on the report of the Independent Investigative Mechanism for Myanmar

Delivered by H.E. Andranik HOVHANNISYAN, Permanent Representative

President,

Armenia welcomes the report of the Mechanism, and its Head, Mr. Nicholas Koumjian, to this Council.

This year marked five years since a wave of violence uprooted most of the Rohingya population of Rakhine state in Myanmar. This crime calls for accountability, and the perpetrators are still at large.

Armenia is content that the Mechanism is reported to be fully operational, and it has been collecting, consolidating, preserving and analyzing substantial evidence of the most serious international crimes committed. In this context we recall that statutory limitations are non-applicable to genocide, war crimes and crimes against humanity.

Armenia noted that Mechanism has collected vast information and evidence gathered from open sources, such as social media. It is praiseworthy that the Mechanism deploys cutting-edge technologies and innovative tools and methodologies to advance its investigations. We’d like to learn if the Mechanism sought cooperation of Facebook to this end and whether it sufficiently received it.

Armenia also noted that the Mechanism commissioned a number of historical and cultural focused thematic expert reports. We invite the Mechanism to consider sharing those materials with this Council as its Conference Room Papers.

I thank you.
