High-level discussion “Fostering freedom of expression through UPR process: Enhancing synergies between UNESCO and the HRC”

Armenia welcomes the opportunity to explore the synergies between the work of HRC and activities of UNESCO especially on such important area as freedom of expression. The UPR framework as a premise for such cooperation and mainstreaming of cross cutting human rights issues has a huge potential in terms of ensuring commitment and joint ownership by member states and other stockholders.

Armenia is a traditional co-sponsors of all resolutions related to freedom of expression and information as well as protection of journalists both in GA and in HRC. We are also strong proponents of human rights based approaches when it comes to realization of UNESCOs mandate. Indeed, freedom of expression, particularly in digital age, is one of the backbones of democracy and civic participation, especially while protecting fundamental human rights, including cultural rights in crises situations and humanitarian settings.

As we take stock of the third cycle of the UPR, I would take a liberty to say, that in coming period implementation of accepted recommendations and the best way for UN system in assisting member states will be at our radars. We are happy to have UNESCO as a partner in this important task.

We would like to ask, how UNESCO plans to incorporate this country specific recommendations in its policy engagement with the member states, especially the ones with acute human rights issues in the area of freedom of expression and safety of journalists.
