Mr. President,

The COVID-19 has led to human suffering around the world, particularly in low-income and developing countries. However, it has had an even more disproportionate effect for the people residing in conflict areas.

Moreover, the Armenians of Nagorno-Karabakh suffered from the aggression and the flagrant violations of the international humanitarian law and international human rights laws just in the midst of pandemic. The aggression was conducted in a sheer defiance to the calls of the UN Secretary General and the subsequent UN Security Council resolution for observing the ceasefire in the times of pandemic.

The aggressive unilateral actions that contradict the international efforts in the times of global crisis and blatantly violate the international law should have not gone unnoticed, however, regretfully they were largely ignored.

In the environment of impunity, the same aggressor state used another international crisis situation this March to again attack Nagorno-Karabakh.

The Government of Armenia has developed a series of interventions to mitigate the plight of the population affected by the Nagorno-Karabakh conflict and applied to the international humanitarian organizations for the relief assistance. It is regrettable that such an assistance was hindered during the COVID pandemic and it continues to be hindered now.
