President,

Armenia thanks Norway for presenting the resolution on the human rights defenders.

As a traditional co-sponsor of the resolution both in this Council and the General Assembly, we welcome the thematic focus of this Draft on human rights defenders operating in situations of conflicts and humanitarian crises. Those settings create a fertile ground for gross violations of international human rights law and international humanitarian law.

Monitoring, documenting violations, countering impunity and defying disinformation and misinformation are critical tasks pursued by human rights defenders, as well as independent national human rights institutions. It is especially so in aggravated circumstances, such as absence of international mechanisms, disruption of internet and other means of communications and denial or obstruction of humanitarian access to the people in need in conflict areas.

Armenia also welcomes the emphasis on women human rights defenders who often face gender-based discrimination, online and offline harassment and blackmail for speaking up on human rights and shining a light on people affected by conflicts and armed hostilities. 

The Armenian people have a first-hand knowledge on the value of peace and the indispensable contribution of brave individuals, groups and institutions, who stand up against human rights violations and abuses in the dire situations when the peace is undermined.
