Armenia shares the view reflected in the Secretary-General’s Annual Report that the human rights component should be duly mainstreamed across the UN pillars, and that there is a need for strengthened synergies and partnerships in this regard.

We strongly believe that upholding human rights, including through constructive engagement with the OHCHR and special procedures, is fundamental for building just, equal, and prosperous societies. Armenia has extended standing invitation to Special procedures, and we remain open for cooperation and dialogue.

The communications to the governments are an important means of addressing the concerns on the protection of human rights. Armenia would like to draw the attention to the cases when the communications are left unresponded. We believe that that undermines not only the work of UN human rights system but also the very principle of accountability for human rights obligations. Such instances should not remain unnoticed. 

Global and regional early warning and prevention mechanisms are pivotal for addressing the root causes of gross human rights violations. Hate speech, stigmatization and marginalization along national, ethnic, racial and religious lines, and incitement to violence should be treated as a number one warning signs against the conflicts unfolding or looming on the horizon.

Armenia is a strong proponent for the human rights solutions protecting both individuals and minority groups, anchored on the UN Charter and our core international human rights instruments. My country is a home to several national, ethnic, religious and linguistic minority groups whose representatives enjoy both equal rights and special protections for the preservation and development of their traditions and culture.

Finally, Armenia welcomes the recommendations of the Forum on Human Rights, Democracy, and the Rule of Law. The efforts to enhance access to justice have been among the central goals of wide-ranging judiciary reform in Armenia. The measures undertaken to this end include the increase in the number of judges and simplification of certain types of proceedings. These reforms have anti-corruption efforts at their core.
