Madam High Commissioner,

Armenia thanks you and your able team for the preparation and presentation of United Nations Human Rights Appeal for 2022.

Armenia emphasizes that the three pillars of the United Nations are important and mutually reinforcing. It was exactly in this context that Armenia extended its full support to the Call for Action and the Common Agenda set out by the UN Secretary-General.

To make the UN extensive human rights machinery work, it needs, indeed, to receive sustainable funding. I am glad to announce that it has already been for many years in row that Armenia was enlisted among the UN honor roll of States that have paid their regular budget assessments in full within the 30 days due period specified in Financial Regulations. This year, actually, Armenia was the first one to make it and delivered the payment on January 10.

Simultaneously, Armenia has been increasing its voluntary contributions to the OHCHR. Most recently, in December 2021, the Government of the Republic of Armenia made an unearmarked voluntary contribution to the Office for amount of total US$30 000. In the context of numerous difficulties my nation has gone through, this is a manifestation of our strong and unwavering support to the United Nations and its human rights machinery.

Armenia shares the view of the High Commissioner that only action to address the human rights violations inflicted on people can prevent the recurrence of conflicts. In this context, Armenia believes that the OHCHR should multiply its prevention efforts aimed at leveraging human rights in reducing the risk of conflict, violence and crisis.  

We encourage the OHCHR to continue to promote and support accountability processes that help address root causes of conflicts and serious human rights violations, especially as they relate to exclusion and marginalization.

Therefore, promotion and support to full enjoyment of human rights for people residing in conflict areas must represent a collective objective for the international community. The UN and its agencies have been bestowed with a universal mandate and should enjoy unconditional, unimpeded, unhindered and unfettered access to the people in need.

The human rights and fundamental freedoms should be respected, protected and promoted without distinction of any kind, including the political, jurisdictional or international status of the country or territory to which a person belongs.

Madam High Commissioner, I wish you and your collaborators every success in all your future endeavors. We look forward in supporting you in the year ahead, and we count on your strong leadership.
