Madam President,

We thank the Special Rapporteur for his report and the special focus on the response to and the recovery from COVID-19 Pandemic.

The States are main stakeholders with primary responsibility for the creation of environment favorable for the realization of the right to development, but the Pandemic continues to impact the perspective for sustainable development and undermine the ability of States to properly respond and mitigate its consequences. Managing COVID-19 crisis and addressing inequalities require comprehensive policy action to maintain the functioning of healthcare systems, including universal access to COVID-19 vaccines, guarantee the continuity of education, preserve businesses and jobs, as well the stability of financial markets.

International organizations, civil society and other stakeholders should also take all necessary decisive steps to ensure the human rights-based approach. More than ever, human rights are needed to navigate through this crisis in a way that will allow us to focus again on achieving equitable sustain­able development and sustaining peace.

In this context, the vulnerable populations in the conflict zones, which have recently passed through the horrors of war, should be of particular concern. The unilateral interventions for imposing demographic, economic, social and cultural changes in the name of sustaining the right to development should be vehemently denied. The human rights of the people residing in conflict areas cannot be ignored or denied.
