HRC 48: ID on the analytical report of the High Commissioner on the current state of play of the mainstreaming of the human rights of women and girls in conflict and post-conflict situations

Madam President,

Armenia thanks the High Commissioner for the presentation of her report. We are of the view that the human rights aspects of the women, peace and security agenda deserve serious attention of this Council. Armed conflicts and humanitarian emergencies create a fertile ground for major abuses of human rights of women and girls. Thus, the efforts of prevention, protection and accountability for such violations should be at the center of our debate.

Armenia undertook several measures to enhance participation of women in security sector domestically, by adopting a National Action plan on the UN SCR 1325 and establishing a mechanism to oversee its implementation. It is noteworthy that the female peacekeeping platoons, within the Armenian peacekeeping contingent, are involved in peacekeeping missions throughout the world. We would also like to stress the cooperation with UN agencies, in particular with UNFPA on a number of WPS related areas, including awareness raising and training.  

Madam President,

Last year’s large scale military aggression by Azerbaijan disrupted education, healthcare and livelihood in Nagorno Karabakh (Artsakh) as well as border areas of the Republic of Armenia. Women of Artsakh also fell victim of abductions, torture, killings and arbitrary detention. The voices of women human rights defenders, activists, journalists and female leaders from Artsakh cannot be silenced by propaganda, cyber bullying and other intimidation tactics by Azerbaijan. Women should stand at the forefront of efforts for restoring peace and justice.
