General Comment on the draft Resolution “Realization of the equal enjoyment of the right to education by every girl” (A/HRC/47/L.3)

President,

Armenia thanks the United Arab Emirates and United Kingdom for taking a leadership on one of the crucial issues for gender equality and presenting a resolution on Realizing the equal enjoyment of the right to education by every girl. Armenia was happy to co-sponsor it.

The data on girls that are at risk of not going back to school after the pandemic demonstrates that we, as a global community, will be giving up on one the modest but very hard-won gains of the last decades. It will be a collective loss, and more importantly it may become a turning point that will undermine well-being, livelihoods and future for numerous girls.

We are glad to see that the resolution frames the right to education for girls as an integral part of response and recovery and highlights operational aspects such as budgeting, digital inclusion, monitoring and reporting, especially focusing on vulnerable groups such as girls with disabilities.

Women and girls in humanitarian settings and especially those caught in the areas of armed conflicts experience disproportionate negative impact of pandemic and violence. The basic human rights of numerous girls are grossly violated as a result of attacks, forced displacement, intentional targeting of schools and civilian infrastructure as well as denial of humanitarian access. Armenia strongly believes that these issues need to remain on a constant focus of this Council.

We will be looking forward to the report by the High Commissioner and hope it will provide valuable ideas for addressing a complex, multidimensional and fundamentally important issue for realizations of the rights of every child.
