Armenia welcomes the Special Advisor to the Council. We are glad to interact anew, as we successfully did during the intersessional meeting earlier this year. It is regrettable that OHCHR was not able to submit the report to this session because of the financial constraints, but we are looking forward to receiving it as soon as possible.

Armenia will continue its principled and consistent work on this file as its penholder. My nation knows well that silence perpetuates the wounds, keeping alive the memories of suffering and carnage. It is no understatement to say that justice delayed is a justice denied. Therefore, this Council ought to contribute to the application of justice that the victims and their descendants deserve, including through recognition, accountability, truth, reparation, guarantees of non-recurrence and preservation of historic memory.

Finally, Armenia believes that on the path we embarked we should set well-defined and measurable objectives. One such objectives could be universalization of the 1948 Convention. We are contemplating of making this idea the major feature of the forthcoming biannual resolution to be adopted during the 49th Session. In the spirit of transparency, we seek the views of the distinguished Special Advisor, member and observer States as well as civil society and other interested stakeholders about it.
