General Comment on the draft Resolution “Cooperation with Georgia”

President,

Armenia is a staunch advocate for the universal applicability of the entire spectrum of human rights, including the right of people to self-determination. In the light of our joint commitment of leaving no one behind, we reiterate that no distinction shall be made on the basis of the international status of the country or territory to which a person belongs. At the same time, any conflict should be treated on its own merits, within the logic of its specific process and negotiations for peaceful resolution.

Close cooperation with international organizations and mechanisms can play a significant role in development and implementation of progressive human rights agenda. Technical assistance, capacity building, and international expertise can facilitate the efforts to uphold highest standards of human rights. 

The issues of technical assistance and cooperation with the Office of the High Commissioner on Human Rights should be considered on their own merits. It is our conviction that the Resolution does not benefit from introducing an unrelated narrative, no matter of what significance, especially when the matter is dealt in other internationally agreed formats that aim at elaborating compromised solutions with the participation of all sides. Therefore, we are convinced that a number of elements in the present resolution fell far beyond the scope and objectives of the document in front of us. 

Given the mentioned arguments, my delegation will not participate in the vote on this particular resolution, if it is going to be voted.
