HRC 46th Session: Meeting on the role of poverty alleviation in promoting and protecting human rights

Madame President,

It is beyond doubt that the poverty has been recognized as one of the main scourges that the humanity faces and its eradication has been high on the national and global agendas for many years now. The international solidarity has been vividly demonstrated through proclaiming the eradication of poverty as the first one among the SDGs. Indeed, a lot has been done, however, there is no place for self-congratulations when up to one billion of world population and one in seven children in OECD countries live in poverty.

The Decade of Action to achieve the Sustainable Development Goals is witnessing the first rise in global poverty since 1998, pushing around 150 million people into extreme poverty. Today, as humanity faces the profound, unprecedented and multiple crises from COVID-19, more than ever before, we need solidarity, political will and cooperation to cope with these challenges together. As the UN SG recently put it “our priority is to tackle the pandemic of poverty and inequality.”

The international community must collectively do everything to ensure that the COVID-19 crisis does not lead to any backsliding in the implementation of the first sustainable development goal on poverty eradication. We must combat any marginalization due to extreme poverty, in particular with regard to the exercise of the rights to health, to work and to all civil and political rights.

With or without pandemic, Armenia is a staunch supporter of multilateral, cooperative international architecture with effective and functional capacities of concerted response mechanisms.

On the national level governments are entitled to ensure a fair and equal playing field and opportunities for all citizens, tackling inequality, upholding social protection, embracing participatory governance and rule of law. These are among the main goals of Armenia and our Government is consistently implementing policies in meeting these objectives. Armenia prioritizes enhancement of opportunities for women, youth, and disabled persons in the labour market, among the means of tackling the inequality.
