Statement by the Permanent Mission of Armenia at the Annual high-level panel discussion on human rights mainstreaming Theme: Thirty years of implementation of the Convention on the Rights of the Child: challenges and opportunities

Thank you, President.

Armenia warmly welcomes His Excellency Tijjani Muhammad-Bande, President of the General Assembly, as well as our distinguished High Commissioner, Moderator and Panelists. We thank you for your enlightening and thought-provoking remarks.

Children’s rights profile high on our agenda. Armenia have already made several pledges in the context of the 30th anniversary of the CRC. Last year we signed the Optional Protocol to the Convention on a communications procedure, and right now it is going through our domestic pipeline for ratification. It is in this context that Armenia envisages further development of appropriate national mechanisms to enable a child whose rights have been violated to have access to effective remedies at the domestic level.

The Government of Armenia pays special attention to the social integration, deinstitutionalization and rights of children with disabilities. One of the important developments in the area of health care has been the provision of free health coverage for all children under the age of 18.

Armenia supports mainstreaming of children’s rights through the UN system and activities. In this context we would encourage UNICEF, UNDP, OHCHR and other institutes to initiate awareness-raising campaigns and capacity-building activities.

In the digital age information spreads quickly, especially if it catches attention of the target group. Many of us know from our own kids how much they are already integrated into and influenced by the online culture. Hence, comics and cartoons, short videos and animation would be appropriate media to catch children’s attention, raise their awareness about their rights and empower them to stand up for their rights.

Armenia is gravely concerned about the protection of the children’s rights that are caught in the areas of protracted conflicts. They are at risk of being left behind. These kids are human beings with dignity and responsibility, entitled to freely enjoy their inalienable rights with support of the UN system, entities such as UNICEF. We shall be guided by the Universal Declaration of Human Rights which stipulates that there shall be no distinction made of any kind on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs.
